i can't create customer users

Scope: I want to give acces to our clients to see the tickets,in https://ourdomain/customer.pl

I have the next issue:

I can't create users to be able to login on this page https://ourdomain/customer.pl
I understand that first I need to create a customer (in Customer Management) , i did this
but after that I need to create a customer user (in Customer User Management),but i don't have the button add customer user.How can I make this button appear?
