upgrade error from 3.3.4 to 4.0.9

Hi, today i've tried to upgrade OTRS with ITSM from 3.3.4 to 4.0.9 on Production server based on Centos 6.6. hi all,

is that any command can let me add admin user on otrs 3.3.4 ? currently i doing some testing on migrating only db to new fresh installation but after transfer to the new installation my root account cannot be use again.
