Thank you for the suggestions. I'll look into these and report back. I've removed Root@localhost from all groups except admin, so we'll see if that works. I think you might need to add queues to the mix here in order to manage that.
Have a queue for each service, and a group that matches that queue. Make sure you set the "group" in the queue creation menu to be the one you created for that queue, and add the appropriate operators to it.

There's a permission for "move into" that allows you to transfer a ticket into a queue that you don't have Read access to. It might error after submission since you can't view the ticket you just transferred any longer, but then you just go back to queues you're allowed to read from and everything ...
