I'm thinking about setting up otrs as a b2c mailing system.Is there any way to store the incoming email addresses?
Like once a new email address is coming in it is automatically stored as a customer user?

AFAIK this is not possible without the use of the local webservice and/or rpc interface.
... so you can wait for developper specialists here
But: ask yourself if this is a good idea. You should have a good customer record - not the mail address only.
And - if you are in europa - you might consider GPDR compliance as well.
