I'll be very grateful for the advice.
I wish to use field "Owner" when I create ticket by customers web form. For personalization owner for my ticket.
For example - there is the field "Owner" when I create "Phone-Ticket" for selected "To:" (pic.1)
It will be very comfortably to insert this field in customers ticket form after field "To:" (pic.2)
How I can do it?

Somehow, I thought I had answered this before this week. I can't remember, but the short answer is ... you can't do it. OTRS isn't designed for customers to choose their own agent/owner. If you want to do that, you should assign one Agent to one Queue and name the queue for the Agent, and if you wish to restrict a Customer User to a specific agent, you need to assign the Customer User to a Customer Group and the Queue to that Customer Group.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
