How to export the configuration and the database

How to export the configuration and the database on another computer endowed with OTRS.

I made a test with the option Export Importer since the console administrator but it results in nothing.

OS : Windows 2003 server
OTRS 2.4.7 french version
Computer : Dell PowerEdge 500SC celeron 1,10 GHz and 256 MB Ram

If your use "typical" windows install just made clear install on new system, then stop services on both systems with otrs4win\Scripts\OTRSServicesStop.bat
copy with overwrite OTRS folder to new system
check host name changes in OTRS\Kernel\Config.pm and all of OTRS\Kernel\Config\Files\ZZZ*Auto.pm
then start services
