Hello,
Let's say that OTRS is being implemented and the customer is expecting the tickets to be prefixed based on which customer submits the ticket. For instance, if a customer from HR group submits a ticket, the ticket could be as HR001; however, if a customer from Marketing submits it, it should be created as Mktg001. Does anyone know if this can be achieved in OTRS?

AFAIK not out of the box - Ticketnumber method is something general to OTRS
You could think about creating your own ticketnumber method in <OTRS_HOM>/Kernel/System/Ticket/Number/
to handle this
