Can we add matter to a ticket and then move to otherqueue

Friends,
In OTRS 2.4.9, as an agent i got a ticket i want to add someinformation to the ticket then i want to move it to other queue. I am able to change the queue of a ticket without adding any information to it. How can this be done . ???
