Defines if time accounting is mandatory in the agent interface.
Set to yes.
Make TimeUnits Mandatory

This makes the Time unit field mandatory on tickets, but not the Accounted Time field on Change..
OTRS 3.1.7 on Linux RedHat with MySQL database connected to an Active Directory for Agents and Customers.
