Limit Queues Listed when Moving a Ticket

We need to limit what queues can be selected when moving a ticket that belongs to a certain set of companies.

Is that possible with an ACL - I can't seem to get it to work.

No customer based queues could prevent this question.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
