Required to fill in an Article on Priority & Ownership Changes

It appears within Znuny 7.x, when you click on "Priority" and/or "Owner" of a new ticket, you are now required to fill in a 'Communications - Article' section before you change said settings. Is there a way to disable this? I just want to be able to change the priority and/or ownership of a ticket; as you could in previous releases.

Im not yet on 7 but in v6, you can turn off this mandatory note via System Configuration > Ticket::Frontend::AgentTicketOwner###NoteMandatory

No, that setting is only disabling a requirement of adding a "Note."
