I have just installed v2.4.7 and would like to install / activate the Time Accounting Module but do not know how.
Can anyone help?

You mean add the package through the package manager in the Admin section according to the docs? http://doc.otrs.org/2.4/en/html/x1510.html

you need to set rights in "users <-> groups" for group: time_accounting and the you will see the buttons, ...
