Access Rights in OTRS Change Management Module

I want to allow and restrict access to "changes" and "work orders" in OTRS as per the Users, Groups, and Roles that I have created. I have multiple departments using the system (i.e. HR, IT, etc.,) and I don't want one department looking at another's "changes" and/or "work orders". How can I go about doing this? Unfortunately the default settings in the system do not allow this to be configured the way that I want.

This option is not present in the standard OTRS.
Kix4OTRS adds this for CI's so perhaps for changes as well.
