reinstall will use the version stored in your database (no connection is needed). But, 2.4. is out of support (including Security fixes) for several years now, you should upgrade

windows is not supported any more (due to the implementation of a daemon in OTRS 5 and performance issues). So you should switch to Linux or a managed system
