Upgrade 3.3 to 4.0.15 httpd won't start.

I am sure this is going to be easy, just not for me. I upgraded and a lot of the Packages were not compatible.
I uninstalled those that weren't compatible anymore, however, now I get an error starting httpd. From the error_log I show:

Those were the packages I uninstalled. How do I remove them entirely so httpd doesn't error out?

My expertise level on a scale of 1 - 10 is about 4. Please be gentle.

So, I redid the install using tar and restored the config files. I was able to start httpd. Now I have a new error. I am going through the installs and ensuring that all the config files are correct. The error that comes up is:
