unable to modify ticket notification after having languages removed

I removed all languages except for english and german on our OTRS installation using:

DefaultUsedLanguages
and
DefaultUsedLanguagesNative

in Config.pm

This works, but i am unable to modify a ticket notification. In the dialog, there are additional languages like 'es_MX' and it says:
"This language is not present or enabled on the system. This notification text could be deleted if it is not needed anymore" but i still have to fill in a subject and a Text. Otherwise i get and error that these entries are mandatory.

What am i doing wrong?
