Can i make it that some freetext fileds are required?

yes, this is done by the settings for each frontend mask where freetext fields will be enabled (Sysconfig)
"Production": OTRS™ 8, OTRS™ 7, STORM powered by OTRS
"Testing": ((OTRS Community Edition)) and git Master
