Updates to ticket notification

Updates to ticket notification
I have searched for this pretty heavily but can't seem to locate an answer. Whenever an agent or customer (user) updates (note) a ticket I want to send out a notfication. If the user updates it, the agent should get it and vice versa. That should fall under the Notfication (Event) area. I have created one, but can't figure out which event is the right one. Or am I in the wrong area all together?

If an agent updates a ticket, it's likely he should be using Reply instead of note, if it's to inform the customer.
If a client updates the ticket, the owner should be receiving updates if notifications are enabled in his preferences.

OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
