Giving some administrative rights but not all
I remember seeing at one point that it was possible to give an agent some administrative rights but not all of them. I have searched and searched to try to find the post again, but cannot seem to find it. Was I just dreaming or is there a way to give an agent some of the administrative rights, such as creating templates for replies, etc, but not giving them full system administrator rights.

Create a new group, and give the agent permissions in sysconfig for those module/s?
Then you would have to give permissions to access the menus to get there, or just give them the link directly to the reply template module....

Have a look at
Make sure you have selected 'Ticket' in the drop down box to see Ticket based options. In the 'ro' permissions you should add a group that needs to match to be able to access this one.
Then also make sure that you also enable the 'basic admin' in Framework settings for Frontend::Admin::ModuleRegistration for the needed parts.
