"Software error" when opening OTRS

Hallo,

we are using OTRS 3.0.9 on a Windows Server 2003.
We are getting the following error message every time we open an OTRS page:

ERROR:

For help, please send mail to the webmaster (webmaster@somenet.com), giving this error message and the time and date of the error.

I restarted the server, unsuccessful.
Even in the Windows event log I can't get new information.

When I restart the OTRS services over OTRSServicesRestart.bat, the following messages appear (German messages, my own translation):

MySQL is stopping.

MySQL is starting.

PROGRA~1\OTRS\OTRS\bin\otrs.Cron4Win32.pl line 40.
Cron Service (CRONw) is starting.
Cron Service (CRONw) has been started.

In the services.msc, the services Apache, Cron Service and MySQL are shown as started.

The following message is written to the OTRS error log with every page request:

Do you have any other ideas? Thank you in advance for your help.
