Cannot Mark Ticket Priority Invalid

For some reason whenever I try to change a custom ticket priority to invalid, the system will hang for a few seconds, say the setting was applied, but hasn't changed anything. Any ideas? Thanks in advance, it's appreciated.

Also, it's running on Ubuntu 10.04.

please upgrade to 3.1.4 the bug is fixed in this version
