No Package availabe error

I am trying to install ITSM 3.1.4
when I do yum install to below ftp site
http://ftp.otrs.org/pub/otrs/itsm/packg ... -3.1.4.opm
and each and every time I get No Package available error
with nothing to do message
I am installing it on Centos 6.3. I have installed OTRS 3.1.7 successfully
need help.

OTRS 6.0.x (private/testing/public) on Linux with MySQL database.

this are OTRS Packages, you need to install them via OTRS package manager in an installed OTRS. Not via yum!
"Production": OTRS™ 8, OTRS™ 7, STORM powered by OTRS
"Testing": ((OTRS Community Edition)) and git Master
