Pending Reminder Plus Auto Change Ticket State to Open

I would like to have tickets in the state of Pending Reminder changed automatically to Open when the pending date is reached. At first I thought this would be easily accomplished by adding entries in Admin -> SysConfig -> Core::Ticket -> Ticket::PendingAutoStateType & Ticket::StateAfterPending. That didn't work and after some research I'm not sure how to accomplish this and I'm hoping for guidance. Instead of modifying the pre-defined state "pending reminder" I think instead I need to add a new state-name and state-type. There is documentation for adding a new type at http://doc.otrs.org/3.1/en/html/states-customizing.html. Or maybe I can use the pre-defined state type "pending auto", but I'm not sure what steps are needed. Before I fumble around I would greatly appreciate advice.
