Problem CHANGE permission configuration

Hi,
I have a problem to assign the right permission to a user id, for create a CHANGE without give it permission to put the CHANGE in APPROVE.
If I set the permission as attached image, the user id can't open a CHANGE.
Only solution is flag RW column, but this means give all permission to user id, that how owner can put CHANGE in APPROVE status.
There is a way to give at this user id a RW permission on CHANGE, without give it the ownership?
Or there is another way to solve this problem?

change status should not be set manually. only via workorders (via condition/actions)
