Post 3.2.10 to 3.2.15 error: 'Package is not installed'

Post 3.2.10 to 3.2.15 error: 'Package is not installed'

I upgraded from 3.2.10 to 3.2.15. I then went to package manager to upgrade the ITSM packages and got the following error:
Package is not installed, can't upgrade!
It seems that the packages are there as all of my CMDB data and ITSM functionality is still available through the agent screen.
I tried to upgrade using the bundle and got the same error.

3.2.15 on SLES 11.3, postgres 9.2.4
