Forward to email adresses based on subject

I would need the forward functionality in the Generic Agent because I have to forward the followups to a ticket to an external email address.
The external email address is connected to an external troubleticketing system.
I have to forward the followups articles only after I received back from the external troubleticketing system their incident number (that I parse with a postmaster filter and insert it in a dynamic field).
Due to timing problems I cannot enable automatic followups because it might happen that when there is a followup I still have not received the external troubleticketing incident number and it would cause an additional incident creation on the external troubleticketing system if I do not insert their incident number in the subject/body.
Unfortunately I cannot find any other way of doing this except using a Generic Agent or developing a custom module until a simple forward function will be available by default in the Generic Agent.

Sorry guys, I make my question simpler.
Is there any guide about using the "Subject Match" in "Notifications (Event)" for "Article Filter (Only for article create event)"?
I really do not understand what is the method to match subject like this "NEW Reminder..........."

I tried the value "NEW*" but it does not seem to work. Thanks
