Error: Can't get ArticleID from INSERT!(using'asian'letters)

Hello.

I've got some problem and have no idea what is the source of it. When I'm creating ticket and in subject I'm using this little strange korean/chinease letters after I clicked on Submit button I've got this error:

In my mySQL database I'm using latina_swedish_ci. Do you think it could be a source of the problem?
