issue with Package manager otrs 3.0 windows

I guess I was trying to re-install webinstaller and the end I change my mind because it requested em to create a new database

Can someone direct me, under admin my installed opm packages ie "survey, faq" no longer show on the LOCAL REPOSITORY at the bottom althought they are installed and I am able to use them. It appears I can no longer use the package manager otrs3.0 windows installer.

OTRS is running on a live box everything working smooth except the package manager .Can I re-create the database without loosing my data.

I can see every everything at the top that I have installed on the ONLINE REPOSITORY but the LOCAL REPOSITORY at the bottom is empty and when I try to re-installed I can repopulate I got the error

restore the backup
