Namespace Core.App could not be initialized ...

Hello,

I installed version 3.1.x from CSV from source code.
I found 2 errors:
1) mysql installation from UI is not possible because it fails to create otrs user, (problably because mysql host is on another db). I solved this one using manual mysql installation
2) Object Message: "Namespace Core.App could not be initialized, because Core.Config could not be found" appears everytime i use a the customer web pages: it seems to work correctly but this alert is too irritating.
Someone knows what can be the problem?
