ComposeExcludeCcRecipients not working in 3.1.1?

Hi,

I'm wondering, if the option ComposeExcludeCcRecipients isn't working in OTRS 3.3.1 anymore, or whether it never worked the way I expect it to work (but I know from another installation that it can work as I think): All CC: recipients of the incoming mail should be added to the agent's answer. However this isn't the case with ComposeExcludeCcRecipients = No (which is the default value).

Can someone confirm a bug for me or do you have any further suggestions, where to search for the reason?
