otrs 3.3.1 windows installer can not open installer.pl

recently I have installed otrs 3.3.1 on my windows server 2003. when for the first time I installed it every things were ok, but for some reason(It was the first time I was using otrs I thought that I have installed it in a bad way) I uninstalled it. after that when I installed it again after it finished installation and launched the browser it couldn't open "http://localhost/otrs/installer.pl" I checked the installation folder and I couldn't see Apache folder and also strawberry perl folder wasn't generated completely. I tested this process with otrs 2.4.7. there was no problem with it. if you install and uninstall it for several times it work properly. also this problem exist for otrs 3.2.11.
I want to use otrs 3.3.1 and I will be thankful if you help me. thank you

have the same problem with otrs 3.3.1. I first could not open http://localhost/otrs/installer.pl and saw then, that the Windows-installer otrs-3.3.1-win-installer-3.0.3.exe does not install any Apache software. So installed Apache2.2 separately with "httpd-2.2.25-win32-x86-openssl-0.9.8y.msi". Apache2 is running and reachable, but there is missing the mod_perl.so in C:\otrs\Apache\modules , so no perl script can be started in browser. I tried to find the missing mod_perl, but I have no luck (just help for Linux Installation). So I need also help to come forward.

exactly I have this problem in windows. first time that I installed it every thing was ok and apache was installed. I tried to install apache 2.2 manually but I was unsuccessful to match otrs and apache. It is annoying.
