its possible that the agent and the customer dont get any notifications if they are the same person?

First of all, how would you recognize if they are the same person?
The DB-Unique-Key is not the name, but an ID.
Currently using: OTRS 6.0.14 -- MariaDB -- Ubuntu 16 LTS
