Gateway Time-out in Oracle Install Step 1

OTRS 3.3.8 on Win 8.1
During installation with Oracle DB:

Step 1:
"Check Database Settings" gives a "Database check successful"
Then "Next" brings up (after a while):

"Gateway Time-out
The gateway did not receive a timely response from the upstream server or application."
