Templates for customers

How do I provide templates to customers? For example, when the customer selects a queue in customer interface she should be provided with custom text for the queue, similar to the way templates are available in the agent interface
OTRS 3.3.x (private/testing) on Windows Server 2008 with MSSQL database.
OTRS 3.3.x (private/testing) on CentOS with MySQL database and apache
