translate labels that does not exist in pot file

hi
as you probably know for i18n in otrs it's enough to translate desired language pm file, that consist of labels. but some labels like Ticket# (in table's headers) or Config Items in System Management Panel does not exist in above file.
how could i properly add those labels? I already tried to add labels to a arbitrary .tt file in Kernel/Output/HTML/Standard but it seems it works for just some labels (and it's not a global solution)
By the way I use otrs v4.

Please explain the template/words for which you're having issues translating. If the template has the translation field around a word or phrase, it will be translatable.

my bad! after hours of confusing I knew that i'm working on different version from what is installed on server!
