Default Ticket Notifications Not Working!

Default Ticket Notifications Not Working!
This is strange. Several of my team members claim they receive notifications and several claim they get absolutely no updates from OTRS. So I assigned myself a few tickets in the "Junk" queue and I am not receiving any notifications. I did not receive a notification when I created the ticket nor did I receive a notification when I added new notes to the ticket. The only notification I did receive was when I used a "Reply" template and that really wasn't a notification. That was an e-mail being exchanged with the customer user. This is complicated and troubling. Why are the notifications, the default ones at least, working the way they are supposed to?

OTRS will not notify agents in actions they did theirself.
