Time Accounting Toolbar icon requires RW to show

Hi,

As per the title really. I have a number of agents I want to use time accounting, the problem is that unless they have RW access to the time_accounting group they cant see the icon below:

The users can see the time accounting tab so they can enter their time, but its not as easy as seeing the icon to remind them. Could anyone help so that we can get users with just read access to the time_accounting group to see the icon please?
