Unable to hit the OTRS URL after multiple session request

I recently installed OTRS and have added agents and groups. But once i do that and send across the URL fro my team to access after after few attempts no one can access the URL. As weird as it seems , we are able to login once i restart my machine.

Not sure what is the actual issue here. I have checked the services they are up and running. But Apache logs always logs the same error after the last unsuccessful login attempt. Post that nothing is logged (as though apache is not active).

Version of OTRS: 3.2.9 (bundled package)
Platform: Windows
