I'm able to send Admin Notifications and fetch mail, however neither the agents or the requester receive email notifications when a ticket has been submitted.
I have confirmed that my preferences include the correct queue and all notification options are checked. I don't see any entries in maillog when it should be sending these emails. Is there another place I'm supposed to be looking?

anything like "agent note sent to xyz" ?

Yes, I do see lines such as '"Ticket create notification" notification as sent to 'user' by "Email"'
