OTRS vs ITSM

I am working on setting up OTRS for our agency, however I also notied ITSM

What is the difference ? do they integrate and if so how ?

ITSM are add on modules used by OTRS.

At the moment the will change some things and bring additional parts:
- changed Incident Handling (having an impact field)
- Configuration Management Database
- Change Management Module

So ITSM is not available with 3.0 as of right now correct? If I implement current 3.0 version, I'll be able to install ITSM as a module once it's available?
