Initial emails, auto-response only

Is there a way to create a queue whose only job in life is to auto-respond to the sender?

For example: joe@example.com sends a message to foo@myotrsbox.com, foo responds back to joe@example.com without creating a ticket, just send the auto-response, and that's it?
