Interestingly following this topic and bug report, having the same issue.

Oke, got our solution. Two DNS servers were configured of which one (of our hosting partner) was not available. The mail gateway was configured in FQDN not in IP, tus relying on rapid working resolving. Checking mail server and email addresses makes use of mail server and this was delayed. Strongly....

any results from this? we are facing this issue quite a lot now.
Migrated to 3.1.3.

Also to centos vmhost on vmserver, but both guest as server systems do not show system bottlenecks.

Issue with the mail server/service perhaps?
