Just select the minutes eg 10 past, 20 past, etc and then the hours and days you want it to run. You can't seem to select it to run more frequently than every 10 minutes though

This can sometimes happen if there is a delay contacting your smtp server. the situations you describe are when the system sends email. I'd seriously think if you really need to import the old tickets from the old system. When we got otrs we just stopped logging tickets in the old system and just let it ramp down. It's possible you can experience this problem if you have your compatibility mode on. For example Internet Explorer v8 (maybe 9) can report itself as v7 if compatibility mode is on and the otrs browser check makes sure you're using IE 8 onwards.
