The problem was solved running the script permissions :D
bin/otrs.SetPermissions.pl --otrs-user=otrs --otrs-group=otrs --web-user=apache --web-group=apache /opt/otrs
The scheduler.pid file must have permissions apache: apache and you had manually changed otrs: apache and that's why it did not ...

The server was having OTRS fully installed with version 3.3.5 from 0
What would be the steps to be performed? where I can take the steps to do? The ticket system works only generating that error sometimes.

Maybe the problem is language? missing some translations? not refer to that part. Could be causing the problem that sometimes save states and the browser page is blank?
