I had the same issue as you but it was solved by change a 6 to 7 as mentioned in this post:

I found the issue. It's something to do with redirects. The fix is to change line 991 of C:\otrs\OTRS\Kernel\Output\HTML\Layout.pm from 6 to 7 seems to fix.
