How to change the default subject for queue change?

Dear all,
Is it possible to change the default subject on queue change. The default value is "Change Queue" and I want to change it. Do you have any ideas?

When I try to send an E-Mail to the system it generates a ticket with "Incident" state. How can I change that? I think there is an option in the SysConfig, but I can't find it.
