ITSM - Create Change - No permission

Hi, We are using OTRS 3.0.6 and just installed ITSM bundle 3.0.2. To test the change management out, I went to an existing ticket and changed its type to RfC. Then on the menu I select "Create Change" At this point I get an "Insufficient Rights - No Permission to use this frontend mod...
