I got it, after enabling Manage Customer-Group Relations, I was able to enter the customer information and logo. Hopefully this will be helpful to someone else.

Well I ended up just uninstalling 2.4 and replacing it with a fresh 3.0. Easy way out!

How in the world can I customize this screen. I was able to do it in 2.4.11 by modifying header.dtl and footer.dtl but these files have changed to where I don't understand where they are calling this data from. I just want to change the title!
