Require CustomerID in New Ticket creation

Hey all. I've been digging through sysconfig looking for an entry to make the CustomerID field "required" in OTRS 5 and I can't find it anywhere. Does anyone know where/how to make this field required in new ticket creation instead of optional?

CustomerID will automatically be filled by the ID of the customer user from the customer DB

Yes but it's not "required" by the agent->new ticket screen. It's optional:

Ok maybe I wasn't being clear.

I create a new ticket, for internal purposes and send only to my agent email alias. In this ticket I don't want the agent's alias as the customer ID. For example if I send an email to operations and the customer ID tied to that email is "Ops" it auto fills the customer field with "Ops". This is not the desired behavior. I'd like to be able to specify a different customer in the customer ID field. For example I need to send a notifcation to the agents email alias, but want to refer to Customer XYZ is there a way to force that?
