OTRS ITSM 3.0.3 opening ticket problem

I installed OTRS ITSM 3.0.3. and I can not see any information about sevices and Service Level Agreement on the opening page ticket, they are empty.
What should I do?

check the right is users<-> groups
go to admin and configure services, sla, ...
